The Punjab Assembly has passed the revised Kite Flying Prohibition Act 2024, which imposes a stringent ban on kite flying and associated activities across the province. The law introduces severe penalties for violators to address the growing concern over accidents caused by kite flying, particularly those involving sharp strings that have led to numerous fatalities.
Under the newly amended legislation, individuals found flying kites will face imprisonment ranging from 3 to 5 years and fines up to Rs2 million, or both. Those engaged in the manufacturing or transportation of kites will face even harsher penalties, with prison sentences of 5 to 7 years and fines up to Rs5 million, or both.
For minors caught participating in kite flying, the penalties are also substantial. The first offense will result in a fine of Rs50,000, while repeated offenses will lead to a fine of Rs100,000. Manufacturers, sellers, and transporters involved in the kite business will face fines ranging from Rs500,000 to Rs5 million.
This rigorous law comes in response to several tragic incidents where sharp kite strings have caused loss of life and serious injuries. The aim of the legislation is to protect the public and prevent any further casualties related to kite flying.
The resolution for the bill was presented by Pakistan Muslim League-Nawaz (PML-N) Member of Provincial Assembly (MPA) Hina Parvez Butt. She proposed that kite flying offenses be considered non-bailable and urged the judiciary to reject bail requests for individuals charged under the new law, ensuring that violators face strict legal consequences.
