Over 185,000 Live Finger Detection (LFD) Devices Deployed to Improve SIM Security
To bolster security and authenticity in SIM transactions, more than 185,000 Live Finger Detection (LFD) devices have been activated across the industry.
These devices effectively block fraudulent fingerprints, enhancing the integrity of the verification process. In addition, all non-LFD devices previously used in SIM sales have been replaced with LFD-enabled systems, addressing risks linked to counterfeit fingerprints.
This proactive move targets fraudulent practices, such as exploiting quick SIM activations under false pretenses like consumer surveys, NGO programs, and free ration schemes, which deceive vulnerable citizens.
According to the Pakistan Telecommunication Authority (PTA) Annual Report 2023-24, new safeguards have been introduced to prevent SIM stock swapping among franchisees. PTA now requires SIM stocks to be locked to specific sales channels at the franchise level, while geofencing for Biometric Verification System (BVS) devices has been implemented at the district level for enhanced security and monitoring.
In response to SIM misuse in criminal activities like fraud and identity theft, PTA has ramped up its crackdown on illegal SIM issuance. The initiative aims to increase accountability and protect consumers from exploitation.
Since implementing the Multi-Finger Biometric Verification System in 2022, PTA has successfully reduced the illegal issuance of SIMs using fake or silicon fingerprints.
However, recent investigations into SIM sales have uncovered a new trend in which criminal networks target beneficiaries of the Benazir Income Support Programme (BISP) for illegal SIM issuance. To tackle this emerging issue, PTA has tightened regulations by restricting the sale of new SIMs tied to such CNICs to authorized Customer Service Centers and franchisees.
This move is intended to ensure greater transparency in the SIM issuance process. Additionally, to further protect consumers from illegal SIM sales, PTA has extended the buffer time between successful sessions at NADRA for new SIM purchases from eight hours to seven days, starting January 24, 2024.
