UN Security Council calls for compliance with the 1974 Syria disengagement agreement

On Tuesday, the UN Security Council called for all parties to fully adhere to the 1974 Disengagement Agreement regarding the “area of separation” in Syria, urging a reduction in tensions and a commitment to calm.

In a press statement, Council members reiterated their strong commitment to Syria’s sovereignty, independence, unity, and territorial integrity, urging all states to respect these principles. They also called on Syria and its neighboring countries to avoid actions that could jeopardize each other’s security.

The Council emphasized its support for the United Nations Disengagement Observer Force (UNDOF) and its mandate, urging all parties to avoid actions that might put peacekeepers or their infrastructure at risk.

The statement stressed the importance of a Syrian-led, inclusive political process in line with UN Resolution 2254. It expressed support for UN Special Envoy Geir Pedersen in facilitating such a process, which would meet the “legitimate aspirations of Syrians,” protect their rights, and allow them to independently and democratically determine their future.

The Security Council also reiterated the need to combat terrorism in Syria, highlighting the importance of preventing groups such as Daesh/ISIS from rebuilding their capabilities or finding safe havens within the country.

Reaffirming the obligation to uphold human rights and international humanitarian law, the statement called for unrestricted humanitarian access and urged the international community to increase support for UN and other humanitarian organizations assisting civilians across Syria.

Finally, the Council underscored the importance of maintaining stability in the region while safeguarding those working to uphold peace and humanitarian efforts.

Syrian leader Bashar Assad, who had been in power for nearly 25 years, fled to Russia after anti-regime forces took control of the capital Damascus on December 8, ending the Baath Party regime that had ruled Syria since 1963.
