STEP celebrates International Day of persons with disability

The Special Talent Exchange Program (STEP), in partnership with UNHCR Pakistan, ADDTF Pakistan, and Humanity and Inclusion (HI) Pakistan, hosted a significant event at the Rose and Jasmine Garden to mark the International Day of Persons with Disabilities (IDPD).

This year’s theme, “Amplifying the Leadership of Persons with Disabilities for an Inclusive and Sustainable Future,” called for the recognition of persons with disabilities as leaders in promoting inclusion and sustainability.

The celebration was also aligned with the global 16 Days of Activism against Gender-Based Violence (GBV), emphasizing the importance of addressing gender inequalities and empowering marginalized communities, including women and children with disabilities.

Legislative Achievements and Gaps

Participants acknowledged important legislative milestones, such as the ICT Disability Rights Act and the formation of Disability Rights Councils in Sindh, Balochistan, Punjab, Gilgit-Baltistan, and the ICT. Punjab was particularly praised for its proactive enforcement of the provincial disability rights law. However, speakers pointed out significant gaps, such as the lack of dedicated disability rights legislation in Khyber Pakhtunkhwa and challenges in enforcing existing laws nationwide. The need for enhanced collaboration among stakeholders to close these gaps and ensure comprehensive disability rights across Pakistan was highlighted.

Inclusion of Refugees with Disabilities

In a pioneering initiative, refugees with disabilities were included as active participants in the event, showcasing their leadership and advocacy efforts. This highlighted the unique challenges faced by refugees with disabilities, especially in accessing essential services and disaster risk reduction mechanisms.

STEP and UNHCR Pakistan also launched the Equal Access App, a groundbreaking tool available in multiple languages to help refugees with disabilities manage disaster resilience and risk. UNHCR Deputy Representative Ms. Fumiko Kashiwa praised the initiative, calling it a major step toward inclusion. “You have shown that you are leaders capable of driving change and inspiring others,” she said, stressing the need to amplify the voices of persons with disabilities in decision-making processes.
