CII addresses VPN controversy, releases technology usage guidelines

The Council of Islamic Ideology (CII) has clarified its position on Virtual Private Networks (VPNs) and issued a 10-point declaration promoting the ethical use of modern technology, including social media. The clarification was made during the CII’s 240th meeting on Wednesday.

CII Chairman Dr. Raghib Hussain Naeemi addressed confusion over a previous statement that reportedly deemed VPNs un-Islamic. He explained that a clerical error had omitted the word “not,” leading to misinterpretation. Dr. Naeemi clarified that VPNs are permissible under Shariah but cautioned against their misuse for activities such as blasphemy, vulgarity, or threatening national security.

The council’s 10-point declaration highlights the following:

  1. Social media should be used for education, character-building, business, and national security.
  2. Islamic teachings and cultural values should be promoted online.
  3. Misuse of social media for blasphemy, fake news, or indecency is against Shariah.
  4. VPNs are not inherently un-Islamic, but their use must be lawful.
  5. Users must register VPNs per government regulations.
  6. Authorities should monitor and regulate technology responsibly.
  7. Freedom of expression must align with Islamic principles and national solidarity.
  8. Restricting technology is not a solution; responsible use should be encouraged.
  9. Research on technology and social media will be conducted with expert input.
  10. Ethical and constructive use of digital platforms is essential for societal well-being.

The CII emphasized the need for collective efforts to harness technology for positive purposes while addressing its misuse.
