National Assembly Debate on Solar Net Metering, Attention Notice Raised

Islamabad (Pakistan News): The National Assembly session, chaired by Deputy Speaker Syed Ghulam Mustafa Shah, began with an attention notice on the government’s decision to convert solar net metering into net billing.

At the start, the quorum was verified, and the Deputy Speaker suspended proceedings until the quorum was complete. Once the quorum was achieved, the session resumed. During the question hour, Moin Peerzada asked about the duration of load-shedding on K-Electric feeders. Parliamentary Secretary Aamir Talal responded that detailed information would be provided in the next session, prompting protests from MQM members.

Members of the Pakistan Peoples Party (PPP) presented the attention notice concerning the solar net metering policy. Federal Minister Owais Laghari stated that the policy had already been widely debated in media, parliament, and social platforms. He added that opposition to the decision had also emerged within his own party.

The minister provided key figures: Pakistan’s solar capacity is approximately 20–22,000 MW, with 7,000 MW linked to solar net metering consumers. Another 12–14,000 MW of solar users are not affected by the net metering decision, while 600,000 to 700,000 electricity consumers are currently on net metering.

He further noted that NEPRA has made four to five regulatory changes since 2017, but a review of this policy is ongoing under the Prime Minister’s directive.
