Senate panel reviews national commission for minorities bill

The Senate Standing Committee on Human Rights’ subcommittee recently examined the National Commission for Minorities Bill 2025, aiming to establish a dedicated body for safeguarding minority rights in Pakistan.

Senator Syed Ali Zafar, chairing the subcommittee, emphasized the need for the bill to address the diverse needs of minorities with transparency and fairness. He supported a rotational system for the commission’s chairperson to ensure equitable provincial representation.

Minister of State for Religious Affairs Khealdas Kohistani advocated for the bill’s swift passage, highlighting its importance in strengthening minority protections. Senator Poonjo Bheel proposed that the chairperson possess substantial legal expertise, preferably with high court experience, to enhance the commission’s credibility.

Senators Danesh Kumar and Gurdeep Singh recommended clear eligibility criteria for commission members, including a minimum age of 30 and a rotation system for balanced provincial representation. They also called for the inclusion of all religious minorities, particularly Sikhs, to acknowledge their historical contributions.

MNA Asfanyar M. Bhandara suggested reopening two temples under the Capital Development Authority’s control as a gesture of religious freedom. Farhatullah Babar emphasized the need for a consultative appointment process for the commission’s leadership, akin to the National Commission for Human Rights, to ensure independence and accountability.

The committee plans to continue refining the bill before presenting it to parliament, aiming to reinforce the government’s commitment to justice, equality, and human rights for all citizens.
